There will always be a character who judges the protagonist for what they have done so far in the story. This character can be anyone including an actual judge and the popular girl who lives next door. The only thing that makes a judgemental a judgemental character is their reactions to what the protagonist and the other major characters have done thus far.
It is important to note that characters can change throughout the story and while a character may be judgemental in the beginning by the end they may have gained some understanding as to your protagonist’s situation and actions. It is also important to note that having a judgemental character who points out flaws in the protagonist’s plans after they have been followed through may help the reader think about the morality of the protagonist’s actions and if there was a better way to do things.
